Administration
The Administration Department is responsible for City Council support, human resource activities, labor relations, elections, communications, liquor and tobacco licensing, dog licensing, data practices (records) requests, and general government administration.

Community Development
The Community Development Department includes three divisions: planning, housing and economic development, inspections, and environmental. Responsibilities include reviewing proposed developments for conformance with adopted plans, policies and laws of the city and ensuring compliance with building codes and zoning requirements. The department assists the City Council in looking toward the future growth of the city. Community Development also handles services related to recycling, sustainability and environmental education.

Finance
The Finance Department handles all financial reporting, record keeping, accounting, utility billing and preparation of the annual budget.

Information Technology (IT)
The IT Department is responsible for all information technology that facilitates many of the day-to-day tasks performed by the different departments of the city including installation and maintenance of computer systems, voice and e-mail communications, financial and database transaction processing, network and Internet connectivity, and new eGovernment initiatives.

Parks and Recreation
The Parks and Recreation Department is responsible for the development and maintenance of the park and trail system, coordination of recreation programs, operation of the Bielenberg Sports Center and Eagle Valley Golf Course, and upkeep of all municipal buildings.

Public Safety-Support Services/Records Requests
Support Services processes requests for records -- such as copies of accident reports -- and issues burning permits. You also may submit a request via the online Citizen Service Request System.

Public Safety-Fire Services
The Fire Services Division operates four stations. The fire division is responsible for responding to all of the life safety issues within Woodbury. Examples include: fires, rescues, hazardous material situations and emergency medical calls. The division is also responsible for public safety education and fire prevention programs.

The Police Department is responsible for the protection of human life and property, the prevention and investigation of crime, and the apprehension and prosecution of criminal violators. Additionally, the Police Division is responsible for maintaining order in the community and providing police emergency response services as well as routine patrol.

Public Works-Engineering
The Engineering Division is responsible for the planning, design, and construction of the city's streets and traffic signals, as well as the storm sewer, sanitary sewer and water systems. This division also works with state, regional and county agencies on the planning and construction of road and sewer projects.
