Safer Tenant and Rentals (STAR) ProgramThe mission of the Woodbury Police Department is to provide for the maintenance of peace; to work with the community to reduce crime and protect lives and property; and to provide professional service to the citizens of our community in an efficient matter. Because crime prevention is a vital element of this mission, the City of Woodbury has implemented the Safer Tenant and Rentals (STAR) program. The STAR program was developed to focus on reducing crime in rental developments by utilizing a number of strategies including tenant background screening and eviction criteria. Police records in Woodbury show that rental-housing properties have had higher crime rates than owner-occupied housing. This is because rental properties place larger numbers of people into more dense areas. The STAR program helps provide adequate protection of public health, safety and general welfare in Woodbury rental developments that are certified under the STAR program.
