Permit to Carry a HandgunIt is against the law for any person -- other than a law enforcement officer who has authority to make arrests -- to carry, hold or possess a pistol in a public place or public area without first having obtained a permit to carry the pistol. The State of Minnesota's new permit to carry a handgun law became effective on May 28, 2003. According to the law, the Woodbury Police Department can no longer process permit to carry applications for Woodbury residents.
