Building Permit Information & Requirements
Woodbury uses a combination permit. General contractors (or homeowners doing their own work) pay for all permits (building, plumbing, HVAC, electrical, etc.) at the time the building permit is issued. Separate permits will only be required on jobs where there is no related building permit.
If you are unsure if your project requires a permit, please call the Building Inspection Department (651) 714-3543 or send an inquiry to building@ci.woodbury.mn.us. Many projects require a plan review process. Permit fees are paid at the time permits are issued, after plan review and/or processing.
Building Permits are required for many building projects, including new construction, additions, structural changes, decks, finished basements, pools, demolition, roofing, siding, and window replacement. Contractors must have a current state license on file with the city.

Plumbing Permits are required for all changes to plumbing, including installation or replacement of a water softener, water heater, and back flow preventer for a lawn irrigation system. For water heater replacements, a fresh air intake must be installed if not existing. Plumbers must have a current state license and bond on file with the city. HVAC Permits are required for most HVAC work, including the installation or replacement of a furnace, air conditioner, fireplace, wood stove or HRV unit. For furnace replacement, a fresh air intake must be installed if not existing. Click here for information on HVAC Requirements.

Electrical Permits are required for all electrical wiring. Applicants may use our permit application or the State Request for Electrical Inspection form. Permits can be issued over the counter or by mail when accompanied by a check for payment of the permit fee. Permit fees depend on the work being done. To schedule an electrical inspection, call the Building Inspections office at (651) 714-3543 on weekdays between 8 a.m. and 4:30 p.m. An inspection can be requested for the same day by calling before 9 a.m., or any weekday in advance.

- Accessory Buildings: Permits are required for accessory buildings more than 120 square feet. For accessory buildings less than 120 square feet, no permit is required but city ordinances regarding accessory buildings must still be followed. - Inspection Times and Procedures: To schedule a building, plumbing or HVAC inspection, call (651) 714-3543. Inspections requested for the morning must be called in before 9 a.m. Inspections requested for the afternoon must be called in before 1 p.m. Inspections will not be made before 9 a.m., between 11:30 a.m. and 1 p.m., or after 3:30 p.m. Exact times for inspections cannot be guaranteed. The Building Inspection Department understands that not being able to schedule specific times is difficult for plumbers, S&W installers, concrete crews and people who want to meet the inspector on the job. We will do the best we can to meet these time sensitive inspections.
