At the end of 2009, 57 percent of the city's cumulative housing stock was single family homes, while 43 percent was attached housing (twinhomes, townhomes, condominiums and apartments.) Our goal in Woodbury is to provide flexible housing options that make it easy for citizens to become lifelong residents. Affordable Housing Over the past several years, many communities have opted to increase lot sizes for single family development, decrease density and implement a variety of architectural and dwelling unit square footage requirements that have often resulted in higher housing costs. Woodbury has not followed the trend nor attempted to close its doors to the development community. Instead, the city works with developers through the Planned Unit Development process to create neighborhoods that provide multiple housing options and unique living environments. The city's Housing Action Plan supports efforts to create long-term affordable housing opportunities, including a willingness to work with groups, which provide those opportunities. In an effort to meet its affordable housing goals, the City of Woodbury has committed resources to several affordable housing developments in recent years, including Lakeside Townhomes, Pondview Townhomes, Habitat for Humanity, and Sienna Ridge Townhomes. These developments offer long-term affordable housing options with both rental and ownership opportunities. The city formed a Housing and Redevelopment Authority (HRA) in 2007. An HRA is a separate, legal authority under state law that directs redevelopment projects with the specific purpose of removing blight and promoting affordable, safe, and decent housing. The City Council serves as the HRA, a common practice among municipalities. The HRA is responsible for updating and implementing the Housing Action Plan.
