In the age of traffic jams and long commutes, one of the city's goals is to ensure that professional employment opportunities exist within the city. While a larger part of the community is residential, Woodbury is the home of a number of major employers. Also many small businesses and retail shopping enterprises have located in the city, providing a well-rounded community.

With approximately 800 employees, Woodwinds Health Campus is the city's largest employer. Other major employers in the city include The Hartford, Assurant, Target.com, Ecowater Systems, Woodbury Healthcare Center, Dean Foods, Harvey Vogel Manufacturing, and Long Term Care Group. The city's three largest retail centers are Woodbury Village, Tamarack Village and Woodbury Lakes.
