Administrative Citations and Hearings

The administrative citation process was established by the City Council as an alternative way to enforce some ordinances of the City Code. Administrative citations are generally issued for less serious violations. The most common violations include:

The fine amounts vary by offense and can be found on the reverse side of the citation. The first offense for parking and watering violations costs $25. If you receive additional citations within one year, the fine doubles with each subsequent offense. Since administrative citations are issued for less serious violations, they do not appear on driving records or criminal histories.

How to Pay a Fine
To pay a fine for an administrative citation, simply mail a check or money order to:

Checks should be payable to the City of Woodbury. Cash and check payments can also be made in person at Woodbury City Hall, between 8 a.m. and 4:30 p.m., Monday through Friday.

Administrative Hearings
To contest an administrative citation, a request for an administrative hearing must be submitted in writing within seven days of receiving the citation.

Administrative hearings are an informal way to dispute an administrative citation. The hearings take place at Woodbury City Hall. After requesting a hearing, the requestor's name will be placed on a list. Once eight to 10 requests are received, a date and time for a hearing will be established and notification will be mailed. The hearings are brief, requiring 5 to 15 minutes each, and are generally scheduled after 3 p.m. on weekdays. An impartial citizen serves as the hearing officer, who decides whether to sustain, reduce, or dismiss the citation.

At any time prior to payment of the penalty, the person requesting a hearing has the right to withdraw from participation in the administrative procedure. Failure to pay the fine or request a hearing within seven days of receiving the citation may result in the issuance of a criminal complaint, as authorized by law, and the violation shall be processed by the Washington County Court as provided for by Minnesota Statutes.
