The State of Minnesota sets all speed limits in the city, but the city can request MnDOT to perform a speed limit study to determine an appropriate speed limit. Most County roads in Woodbury, such as Woodbury Drive and Radio Drive, are designed to a 50 MPH standard, which does not allow trees and structures within ten feet of the driving lane. Lowering the design speeds would reduce noise and allow landscaping closer to the roadway, which would improve roadway aesthetics. But a lower design speed would also increase travel times between locations and increase congestion on County roads.
