Bielenberg Sports Center Expansion

Site and Building Plan Approval

Case No. 12-38

 

SUMMARY

 

The City of Woodbury has submitted an application for Site and Building Plan approval for the expansion of the Bielenberg Sports Center. The proposal includes the removal of the existing dome and remodeling and expansion of the existing lobby space.  The total expansion measures 120,054 square feet.    The property is located at the southeast corner of Bailey Road and Radio Drive.  The property is zoned R-4, Urban Residential District, and is guided as Open Space on the Land Use Plan.

 

RECOMMENDATION

 

The Planning Commission reviewed the request at their December 3, 2012 meeting. At that time they recommended approval by a 6-0 vote.   The Parks and Recreation Commission reviewed the request at their December 4, 2012 meeting. At that time they recommended approval by a 5-0 vote.

 

Staff concurs and recommends approval of the Bielenberg Sports Center Expansion, Site and Building Plan, Case No. 12-38 subject to the following conditions:

 

1.      Staff shall review and approve the final landscaping plan prior to the issuance of a building permit.

2.      Prior to the application of building materials, the applicant shall construct sample material mockups on site. The mockups shall be approved by staff.

3.      All HVAC and other ground mounted mechanical equipment shall be hidden from view with materials that match materials and colors used on the building.

4.      Any future or proposed trash enclosures shall utilize wooden gates and be constructed on three sides using the same materials and patterns used on the building. All enclosures shall be sized to accommodate recycling. The location shall be approved by the Community Development Department.

 

BUDGET IMPACT

 

The total cost of the project is estimated at $21.8 million with funding from General Obligation Tax Abatement Bonds, Capital Improvement Fund, Park Dedication Fund and Utility Rebates as outlined in Attachment 1 of the Authorize Kraus-Anderson Construction Company to solicit bids for the Bielenberg Sports Center Expansion Project council letter.

BACKGROUND

 

The existing Bielenberg Sports Center (BSC) was completed in 1995 on an 80-acre site and originally included the west ice rink with seating for approximately 900, lobby and an air-structure field house with a 50,000-square-foot artificial turf surface.  A second ice sheet was added to BSC in 1998 which was constructed as a practice facility with minimal heating and seating capabilities.
