Authorize Preparation of Preliminary Reports

SUMMARY

The preliminary plats for the Oakview 4th Addition and the Highland Knoll Addition will be presented to Council in April or May of 2005. In anticipation of preliminary plat approval and to expedite construction this year, the developers of these projects have provided escrows to the City to prepare preliminary reports for the utility and street improvements necessary to serve the developments including off site utility and street improvements necessary to Cottage Grove Drive from future Lake Road to one quarter mile North. A petition for the preliminary report has been received from the Developer of the Highland Knoll Addition. A petition has not been received from the developer of the Oakview 4th Addition, but is expected prior to the Council Meeting. No work will occur on the Oakview 4th Addition preliminary report until a petition is received and approved by the City.

RECOMMENDATION

It is recommended the City Council adopt a resolution authorizing the preparation of preliminary reports for the Oakview 4th Addition and Highland Knoll Addition On and Off Site Utility and Street Improvements including Cottage Grove Drive utility and street improvements from Lake Road to one quarter mile North.

BUDGET IMPACT

There is no impact to the City budget for the preparation of the preliminary report(s). The developers will pay for the full cost of the report(s). The required cash escrow has been provided to the City.

BACKGROUND

Walker Properties LLC is proposing to develop 7.04 acres into 15 single family lots to be know as the Oakview 4th Addition. The development company Highland Knoll LLC is proposing to develop 21.36 acres into 30 single-family lots and 25 twinhome lots to be known as the Highland Knoll Addition. Both developments are located off of existing Oakview Drive west of Cottage Grove Drive. A location map of the property is attached. Both properties lie within the 2000 MUSA expansion area and public utilities are partially extended to the area. However, public utilities and street improvements will need to be completed along Cottage Grove Drive to serve both developments. The improvements to Cottage Grove Drive and Oakview Drive may also benefit two exception parcels in the immediate area known as the Rekow and Vogler Properties. Lastly the development of these subdivisions will require internal public utility and street improvements for each project.

Depending upon the timing and coordination of the two development projects and the Cottage Grove Drive improvements, it may be possible to combine all the public improvements into one preliminary report to minimize related engineering and administrative fees. However, if the timing of the projects do not coincide it may be necessary to prepare three individual reports. To begin the public improvement process, preliminary reports outlining the nature, extent, cost and feasibility of the improvements will need to be prepared. The public utility and street improvements necessary to serve the site will be entirely funded by the developer or assessed to benefited properties with the exception of some potential trunk utility expenditures by the City. Since the engineering fees for the trunk improvements to be financed by the City are expected to be well under $50,000, it is not necessary to select an engineering consultant based upon request for proposals per the City’s Purchasing Policy. Therefore, it is proposed that Bonestroo, Rosene, Anderlik & Associates (BRAA) be contracted to prepare the preliminary reports based upon their experience in the City and previous work in the immediate area. If the project(s) proceeds based upon an approved preliminary report(s), it is also proposed that BRAA perform the subsequent design and inspection activities associated with the project.

PROJECT STEPS

Preliminary Report - Based upon the developer securities and approved petitions, the next step in the project development process is the preparation of preliminary engineering reports. It is recommended that the preliminary reports be ordered at this time to determine the physical and economic feasibility of providing the necessary public improvements.
